Audi driver clearly using hand held mobile pulled out on me onto the main road from Garstang High School while changing gear with his left hand and somehow turning the wheel with his right hand which held the phone against the palm. I know from the exact GPS timing that when I saw the phone shining brightly in his hand it was exactly 9:03:58 (network time is within 1 second of GPS time)- so there's good indication for Lancashire Constabulary to obtain his phone records. But they won't.
