Taxi driver harasses learner driver then close passes cyclist

Taxi driver harasses a learner driver who was giving me plenty of space while riding to the crest of a hill. When safe to do so, the learner driver passes me nice and wide, but the taxi driver fails to follow this good example and close passes me. Thankfully, this road was resurfaced a couple of weeks later.
