Not just Motorists to worry about

Riding on dedicated Cycle/Footpath at approximately 8-10mph due to pedestrians. On Right hand side of path in order to see better into blind bend. Electric bike came at speed in centre of path from around the blind bend watching a video on her phone on the handlebars. She panicked and grabbed the front brake only, put the electric bike onto its front wheel and came over the handlebars into me, knocking me off in the process. she was we were unable to communicate with the female rider as she appeared to speak no English. Having extricated her from her tangled bike and go he to stand, she refused any further assistance so we continued our journey.
